B - Although Mobile hotspot might be a good answer, according to google, neighbors wifi is the fastest (or public wifi at another location). This obviously doesnt work if you dont have neighbors, but not everyone has mobile hotspot either and not all plans or phones support it. A and D are obviously wrong. A - is just not going to give you internet if the ISP is down.... and D - is a type of cable, but even still Not everyone has Fiber Optic....

You do make a good point, however, theoretically if you had access to all of these options, a hotspot would be the fastest because even if you could use your neighbors wi-fi, I'm sure most people have an encryption and I doubt that is information that most people would give out to even your neighbor. Even if you want to use a public one you would more than likely have to go to the establishment that provides the signal, which also takes time. But a phone is right next to you, so mobile hotspot makes the most sense in theory. It is obviously not a cable.

I hope no one on here legitimately thinks that the answer is fiber optic cables, considering that somehow that is the registered right answer. C. makes the most sense because in theory if you had access to any of these choices, the one that is closest to you will be the fastest. Common sense.
