If the requirement is strictly for the data to remain "local and on premises" due to regulatory or other constraints that mandate physical and operational control over the data, then AWS Outposts would be the most suitable option as it literally extends AWS infrastructure and services to a customer's on-site location, allowing them to meet these kinds of regulatory and control-related needs.
